From 29 October 2026, the legal age of sale for all vaping and nicotine products, including nicotine pouches, becomes 18 and over across England, Wales, Scotland and Northern Ireland, under DHSC's guidance on selling vaping and nicotine products, published 11 August 2026. Retailers who breach this face a £200 fixed penalty notice (£250 in Northern Ireland) or a fine of up to £2,500 on summary conviction.
